The HR Manager is responsible for leading, directing, supervising and executing the HR & Payroll mission across California Operations processing and ranching business units. This HR Manager role encompasses all aspects of HR including, but not limited to, recruiting & hiring, training, benefit administration, legal compliance, project management and employee advocacy/employee relations and payroll. The HR Manager works closely with the HR Director and business leaders to provide counsel and guidance regarding related issues, questions and concerns while also ensuring the HR function is meeting the demands of the business. The HR Manager will develop and maintain credibility, respect and rapport with all employees.
Responsible for payroll oversight of end-to-end processes related to an assessment and review in conjunction with delivering an accurate and punctual payroll process. Proactively identify business requirements and develop solutions to maximize opportunities to achieve payroll objectives.
Leads payroll initiatives via collaboration across all inter-related business functions. Operates in compliance with all legal requirements and company policies ensuring needs are being met in a cost-effective manner.
Identifies business requirements and opportunities for improvement, provides innovative solutions, and establishes, maintains and implements workflows, strategies, goals and objectives for HR management.
Develops recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; partners with corporate benefits administration including claims resolution, change reporting, annual re-evaluation of policies for cost-effectiveness, and employee information activities. Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and partners with leadership; analyzes internal compensation; monitors the performance evaluation program and revises as necessary.
Reviews payroll calculations and analysis. Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations. Review and assist with calculation, processing and recording of special pay types (auto allowance, increase in value of non-qualified plans, stock appreciation rights, severance, etc.) Ensures that all payroll audits are reviewed and resolved prior to payroll confirmations. Review and approve payroll bank account deposits for funding payroll activity and deposits of tax withholding. Responsible for the calendar year-end audits, processes and close. Provide support to the Accounting team with fiscal year end audit and annual burden analysis.
Schedule Federal and State reporting requirements and workers compensation reporting. Review, approve and assist with the salary budget analysis for each budgeting process. Review, approve and assist annual profit sharing plan and retirement plan payroll reconciliation. Review annual E-Z hiring worksheet. Prepares and submit the annual EEO-1 report.
