SUMMARY: Directs and coordinates activities of personnel engaged in purchasing and distributing products by performing the following duties. Must primarily perform office or non-manual work directly related to management policies or general business operations. Also, must exercise independent choice and judgment in matters of consequence 50% or more of the time.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Directs Division level purchasing activities including preparing and issuing purchase orders and change notices to Buyers and/or Purchasing Assistants and moving products from various warehouse locations to sales locations.
Prepares instructions regarding purchasing systems and procedures.
Attends vendor meetings relating to special programs, prices, etc. and prepares information relating to purchasing, pricing, and special programs for Division Managers.
Negotiates additional terms, consignment commitments, and/or other concessions from suppliers for the benefit of the company.
Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports including completing annual purchase forecasts and monthly inventory goal and inventory turnover goal for each location.
Coordinates and consolidates early order programs for Division office. This includes special programs as administered through the Region and/or Corporate office.
Discusses monthly consignment inventory, slow moving inventory, and zero sales inventory with location managers to determine method of disposal.
Negotiates freight rates with trucking companies to haul products to sales locations as needed throughout the year. Approves and codes all freight invoices for the Division and sales locations.
Manages the distribution system in conjunction with the Warehouse Managers , shipments in and out, and inventory levels at the Division level to assure optimum levels of supply while managing lowest cost of interest and freight transfer charges.
Administers allocation of resale materials in limited supplies.
Other work-related duties as assigned.
Reliable and regular attendance is expected.
SUPERVISORY RESPONSIBILITIES: Directly supervises appropriate purchasing personnel. Carries out supervisory responsibilities in accordance with policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE: Bachelor’s degree (B. A.) from a four-year college or university and three to four years related experience and/or training or equivalent combination of education and experience.
OTHER SKILLS AND/OR EXPERIENCE:
Good verbal and written communication skills.
Good interpersonal skills.
Computer skills including working knowledge of the Microsoft Office package.
Good analytical and problem solving skills.
Ability to travel.
